Delusion

It’s an exotic staff.
I can probably explain why its account bound though. This item probably existed long before the Magic Find stats were removed from gear. All items that originally had such were forced to be account bound when obtained and you had to select a different set of replacement stats.
This is just one of those older weapons that is affected by such.

It’s an Exotic staff with a unique skin. (One of those GW1 skins.)
The reason why it’s account bound is because it was one of those few Exotics that had a Magic Find stat. When MF got removed from gear, Delusion gained the ability to let you select its stats when you equipped it. However, that same update also made it account bound, so it’s now no longer tradable.
It is a staff that had magic find as a stat. They made all magic find stat items account bound and allowed you to choose a stat set you wanted. Not sure why it’s still in the loot table but I have gotten two or three since the change.
I’d actually bug report it, because it should probably no longer be account bound.
