Did they locked up Traits recently?
This happened as part of the Trait system restructure, yes. Characters created before the change went in will still have the old traits unlocked, but any new characters created after the change have to unlock the traits before they can be used.
It was done back on the April 15th “Feature” update.

One of the problems Anet had was that people were barely looking at the traits page. I think they wanted to get people more experience with dodging, conditions, boons and such before adding traits on top of it. They also wanted more end game progression. A lot of people sort of felt like they stopped progressing.
Frankly I think they went about it the wrong way, but it’s not really that bad. It is, however, does require you to go out of your way to do certain specific things.
For a newcomer it introduces them to different parts of the game they might have never tried, though. That’s the upside.
Plenty of downsides too though.
when my ranger got l36, I tried all different traits a little bit to find out which one suit my style best. now, my l36 guardian doesn’t have any traits can play with. how could that is not a harder.

The new Trait system also encourages players to try different aspects of the game, including JP’s, dungeons, WvW etc. which I feel is a good way to get players acquainted with different parts of the game. If a player really doesn’t want to do a particular trait, they always have the option of just buying it with coin and skill points.
That said, there are a number of traits whose access tends to be frequently bugged. (I’m looking at you, Branded Devourer Queen!) ANet really needs to fix up those bugs pronto.
the truth is, there are way too many players that power lv up their alt by crafting. Suddenly a lv80 in 1 day that a lot less players actually go to open world. They also lack the playing experiences thats actually required them to learn during lving. In which also created a lot of false impression to some classes and created some unnecessary complaint on forum (Learn to play issues).

They’ve been this way for 4 months now. If ANet gave a rat’s, they’d have fixed the events by now or at least changed the requirements to events that work.

They really should just make all traits accessible except the Grandmaster traits. It’s horribly tedious to do some of the tasks required for an adept trait sometimes.
