I opened all chests with a level 80 character (since she’s got the chests in her inventory)
Yup, its all RNG. Some days, it is like Christmas and my birthday all rolled into one, with a pretty good payout.
Other days, I get buffs, merchant expresses, etc.
The good drops keep me going back for more, the bad drops, well are an encouragement to stop opening chests. But I may just get that one really good drop…..
One way to tell if items are identical would be if the items stack. Since keys from level 10 key runners stack with keys from higher level personal story rewards, then they are identical. When you open a chest with one from a stack of keys from different level chars, the game can’t tell which of your chars it came from and any difference in rewards is due to RNG.

Hmm, it should be possible to program the game in a way that it only checks for the name of the item when it decides whether to stack or not in the inventory but that there is additional information that is hidden from the player and in this case indicates where the key was acquired (gem store, map completion etc).
But of course this is all just idle speculation
Now if only I knew whether to turn the stuff into gold or keep it for myself
