It’s on sale for direct purchase, why isn’t it on sale in the gem store?
Because the item offered in the Gem Store is an upgrade, and not an actual game account. Also, you can acquire it at no real money cost, by exchanging in-game gold for Gems.
That said, it has, at least once, been discounted in the past.
