I’m sure I’m doing something wrong. I have been able to access other bankers (e.g., Lion’s Arch, Trade Forum) but I can’t get either Vaness or Salanda to respond. I can align my character so that they “light up” and show their names. But any attempt to click on them does nothing.

You shouldn’t have to click on them, just press F when near them. Beware that in Divinity’s Reach, sometimes other NPCs get in the way, notably a Seraph on the left and a Citizen on the right. The middle one of the three near Minister’s Waypoint is usually the one that’s Other NPC-Free.

But, once you do click on them, the Interact dialogue (default F key) should light up.

If not, you could try a -repair of the client (instructions found in the Knowledge Base accessed via the ‘Support’ link above/below).
