Q:

I understand that server transfer costs are related to total population of the target server regardless of game modes played; PvE, WvW or SPvP.

But does the population totals for server transfer cost include “all” accounts or take into consideration those accounts that could be considered inactive (not played in months)?

We don’t know for sure, but I would say YES…or Anet has extremely low cutoffs for the lower population definitions.

I highly doubt they go through all accounts and define what is inactive and what is active. So I am fairly certain it is based on all accounts, both active and inactive.

They pretty much have to take into account ‘inactive’ accounts, as those accounts can be ‘active’ at any time, and there would need to be space for them. I’m sure if you went on vacation and came back you would want to be able to re-enter your home server.
