Do mobs have real skill cooldown? In other words, chill is supposed to increase skill cooldown by 66% .. but does this actually work on mobs?

Do monsters’ skills even have cooldown, or do their skills have zero cooldown and they are simply programmed to use the skills every X seconds? Just from playing (no serious testing), I get the feeling it’s the former — which would mean that chill is far less effective than it should be.

anyone done any testing?

its possible that they follow 1 or both. I’v never sat down and timed the breaks between big attacks but I’v always felt it was random. My theory is they work on cool downs to prevent a skill from being over used but aren’t triggered by something as simple as a timer. Some skills feel situational like if you back away/run from an enemy his program will respond by attempting to trigger 1 of several skills (randomly) and if its not on cooldown it will trigger.

It depends. Some bosses do seem to have certain attacks that are affected by chill. Yet some attacks seem to be spammed regardless of cooldown.

If you can read this then it is proof that ArenaNet’s moderators just, kind and fair.
