Do people still kill world bosses?

You probably ended in a bad shard for Teq, look in the LFG window and try to join an organized group.
The regular world bosses are killed almost every time they spawn, I never saw one failed, but I usually play a bit after the daily reset, that is the most populated time.
(and the other 8 elite specs maxed too)
If you want to succeed at Tequatl and you are coming in solo, I recommend watching the LFG about 30-40 minutes before the boss’s scheduled spawn. You will easily find a full and (semi) organized map that should kill it easily.
GW2 boss fights are still very popular and draw some of the largest crowds in the game. For Tequatl, where some minor organization is needed, people are just using LFG to ensure they are on busier maps. Im sure that is why you didn’t see alot of people on the random instance you dropped into.
You just gotta show up early, at least 30 minutes is recommended. Pretty much any instance you get into that early will have enough people to succeed by spawn time.
Teq is frequently defeated by pug groups that organized 10-15 minutes before. LFG tool will help a lot.

I stopped Tequatl and Triple Trouble due problems in getting maps. Either the map is full or nearly empty – there seems to not be half-full maps.
Suggestion: the game should attempt to move people between maps before these two events. Even from full map to lower populated maps (I mean 100% to 90% – not 100% to 5%, of course). For people standing in the events area. Volunteer movement.
It would not be a problem to me if the game balances the maps every minute before the events.
Alternatively these events could happen in special maps. People queue for the events much like to WvW and get the “travel” dialog 10 mins before the event. Maps are evenly filled 10 mins before.
Still people should be able to organize events like today.
The problem is pretty much the opposite of what you thought: So many people show up for Tequatl that it fills the maps up. If you turn up at the last minute you won’t be able to get onto a full (and therefore organised) map and will most likely go to a newly created one with barely anyone around.
Like other people said you need to show up about 30 minutes before it spawns, and even then may need to use the LFG tool to get into an organised map.
