Physical damage is based upon the skill’s damage, the attacker’s Power, and the recipients Armor.
Condition damage is based upon the condition type and the attacker’s,…well condition damage, regardless of armor.

Retaliation. Damage is based upon power (except for a guardian using Radiant Retaliation) so does armor affect it? Will a glass canon zerker take more damage from retal than a tank hitting the same target?

And if said guardian is using that trait, since it scales from condition damage does armor affect it then??

Does Anyone know?

If it procs off condition damage then armour will not reduce that damage. So a high condition damage spec’d guard will do quite a lot of damage, relatively speaking, to a glassy thief.

It’s not a condition tho, it’s a boon on yourself and the damage it deals is based off power unless a guardian is using the trait for the damage to be based off of condition damage.

Questions are: A) if the damage is based off power, does armor dampen it, and if the damage is based off condition damage does armor dampen it?

I’m confused. However, "Damage dealt depends on the level and power of the Retaliation’s source (i.e. whoever gave Retaliation to the entity being attacked). At level 80 this is: 198 + (0.075 * Power) " from the wiki. I would think that if it was power based, then armor reduction would apply, if from condition damage, than no, armor reduction would not apply as condition damage ignores armor.
