Does chill (longer recharge) work on NPC's?
To be honest, I don’t know. I feel like it does, but then most fights that could be affected by chill seem to get perma chill in one form or another. So I’m not 100% sure.
I don’t know how to test this because there is no way for me to see if a certain npc uses a particular skill as soon as it is off cd.

Most (all?) enemy skills seem to have some kind of cooldown so if it works it would definitely help. I can try test this today if I find an Elementalist/Necromancer/etc to help me.

As necromancer who frequently spams chill, I can say with 99% certainty that chill has absolutely no effect on npcs other than reduced movement speed.

Ok I tested. Without chilled Ascalonian Mesmer uses reflecting bubble every ~15 seconds. With chillled he uses it every ~25 seconds.

nice testing! I always had the feeling that the NPC’s would cheat and be immune to chill. Good to know they don’t!
With X seconds of cooldown,3 attacks while chilled would take 3 * 1.66 * X = 5 X seconds. So chilled targets do 3 attacks when normally they would do 5 attacks which means 40% damage reduction (assuming cooldowns are the limiting factor).
Then add Weakness and Protection and you are looking at 0.6*0.66*0.75 = 0.3 -> 70% damage reduction.
Though proper use of dodge/Aegis/reflection can mean 100% damage reduction.

True, but some professions (Necro) have no access to reliable Aegis/reflection, so this chill business might be useful!
