I don’t know about effectiveness, but I report each message. But I don’t bother to check an compare accounts. Just report, block, and move on.

If they say it once, I report for gold selling. If they say it again, I report them for spamming. Then, I block them.
They’ve never said but I doubt it. For one thing, yours won’t be the only report. Since each one messages large numbers of people, if only a small percent reports then that’s still a lot of reports a day.
If you block and check your block list, they never seem to last more than a day. That’s pretty fast termination time considering all the reports they get very day.
