So if u equiped 6 runes that the 6 slot is gaining swiftness of 25% and u had a skill that also increases your swiftness by 25%, does it stack to 50% swiftness?

Nope. Swiftness stacks in duration but not in speed. The highest swiftness speed will apply (the highest possible is 33%). So you would need something that grants 33% swiftness to get max speed, otherwise each application of swiftness is simply increasing the duration, which has a max of 20 seconds I think.

I think the OP means something like Traveler Runes +25% speed and swiftness +33% or mov. Signet +25% stack or not

I’m pretty sure they do not stack, the highest speed buff dominates though, so if you get swiftness it will overwrite the +25% untill is over

It can go higher than that. I had 1m Xs on a Dolayk the other day.

A Zerg in WvW can make Swiftness stack over 2 minutes.
