They mentioned some small balance changes coming with a “future patch,” which is likely this one.

I believe it is supposed to, yes.

(mini-balance, not Mini-pet balance) Some skill tweaks and changes were planned to drop this month and I believe the 4th was the date. They were mentioned in a previous ready-up.
