Double XP and 75% sales EU time

The (actual) time it is active will be the same the world over. The (clock) time it starts and ends will be determined by the pertinent time zone. (Much like Daily reset, etc.)

And when does it start, exactly? I thought it’d begin at midnight UTC on Friday night, but I don’t think it did. So will it start sometime Saturday?

That’s actually not true. Nothing in game varies by time zone, everything resets at midnight UTC no matter what timezone you, or the server, is in. That’s why dailies here in EST reset at 7pm.
