So I know that 5 weapon skins will no be available for purchase after Nov 18th. In the patch notes it says with BL Claim Tickets. However I still have a Dragon Jade Ticket. Does it include this as well?

yes, since they will be removing the items from the merchant altogether.

The special claim tickets are handled through a separate dialogue option from the Weapon Specialists only seen if you actually have one of those tickets. Those aren’t getting removed, they’re only being removed from the normal vendor window which sells all the sets for Black Lion Tickets.

Anet has said they don’t want to invalidate any special claim items. And the Wintersday claim tickets are still viable even after they were removed from then normal claim ticket vendor window.
