Rating system is a terrible idea. It would create huge gaps between new players and those with high rating. I wouldn’t even consider joining lower ranked players. Since the last thing I want to do is join a dungeon that wastes too much time.
Dungeon Finder is a pretty good idea though.
I can’t picture a rank system being good in reality. How would the game award rank points? Is damage valued over healing? If you run a healing build what is stopping people from moving out of your heal fields, giving you a lower rank? How does condition damage ranking work when you have a group of five people geared for it (shared stacks prevent ranking)? Dodging should award rank but it could be abused.
If you mean a ranking system based off of a win/loss ratio of dungeon completion, how is that fair to the skilled players who get unlucky with bad players every time?
If it is available for Fractals, there would have to be an AR gating system so people can’t just click “queue for L26” and expect to be carried.
It might be a convenient tool, but it will not be simple for ANet to implement.

Your reading way to deeply into a rating system. As for queing for fractles you could only que for the level you have unlocked.
The last thing I ever want to see in Guild Wars would be a armor rating system. However it would be nice to see a rating system to que players with similar skilled players. No this would not be a simple thing to start and im sure they have discussed it before. But if the community demands it then they will sink some money into developing it.

Some ANet posts have stated that they are working on “something” for a grouping system, but that’s all they’ve said. I like the idea of a grouping system, but I do not find a rated dungeon finder system very attractive.
It would be neat to have a system that just finds players that meet certain search criteria that are also looking for likewise players. We would then group up as usual and jump into the dungeon. I, personally, would prefer this system over the usual dungeon finder. I can’t quite put my finger on the exact reasons, but it has more appeal to me.
