With the new wardrobe system and all will there still be dungeon vendors for buying the skins or is this also gonna change so the skins will be aquirred differently??

The dungeon vendors doesn’t sell only skins, they sell the gear itself, also they sell gifts for legendary and runes, among other items.
For what I can see, those NPCs won’t be changed at all.
