we dont know that for sure.
Remember Eye of the North expansion and how that opened up some races to learning new stuff about races they had already knew about.
so its possible we still dont know everything about the Dwarfs.

Yeah, except every dwarf in existence was affected by the Rite of the Great Dwarf and, eventually, gave into it. So, I just think it’s unlikely Anet would suddenly say “Oh, this one group of dwarves over here wasn’t affected!” and let us play them. That being said, I wouldn’t mind it too much if they opted to let us play as the dwarves who are underground when/if we fight Primordus.
Simple reason why dwarfs if not a race, is because they are known as dwarves!

But who knows. Perhaps Ogden Stonehealer, the last known dwarf on the surface of Tyria will have a story line in the future where the Dwarves turned into stone are made flesh and blood again. ^^
