Dwarves?
No. Until the Lore states otherwise, dwarves are basically extinct as far as race goes.

It’s unlikely even then. The transformation the dwarves underwent wasnt some temporary “trinket” sort of magic, this was a World-Class type of magic. As in “unless you invent time-travel magic and rewind time for them” permanent.
Races: What about Dwarves as a playable race?

Bah, happens in Dr. Who and Superhero comics every week :P But in earnest, I think dwarf history should stay as it is, that was some epic event and shouldn´t be retconned or “fixed” just to have a new playable race.
They still exist but they are all underground with exception to Ogden who remains on the surfice to keep everyone informed of what’s going on
But no they wont ever become playable as a race unless the Lore permits it which right now is unlikely
Poor Ogden is likely very lonely, make sure to visit him and give him a hug!

Oh, heck yeah!
The epic year-long Living Story toward that would ultimately lead to the return of the Dwarves. It would be as much an emotional upper of an LS ending as the destruction of Lion’s Arch was an emotional downer of an LS ending.

Definitely not retconned. What happened before definitely happened and shouldn’t be changed.
But there should somehow be some in-story, in-lore way to eventually reverse the effects of their stone (not stoned, which actually means something else entirely ) state. It shouldn’t be easy and it should take about a full Living Story cycle, which would make the final payoff that much more epic and enjoyable.

Aftermath
A stone dwarf joins human allies in a battle against Zhaitan.
The fight between the dwarves and the Destroyers consumed the dwarven race. Few lived to return to the surface and tell the tale of their victory—and those who did had been irrevocably altered. No longer made of flesh and bone, no blood pumped through their veins. Instead, they found their bodies composed entirely of stone surrounding nothing but cold, hard earth.No longer interested in maintaining their solidarity as a race, these last dwarves scattered across Tyria, finding battles to fight in the deep caverns or making new homes in far-flung hills, ever-watching the borders where caverns emerge into the surface world. Those few individuals who can rightfully claim to have met a dwarf in their lifetime are rare, and all speak of the strange, driven passion that consumes these few survivors.
There arent enough dwarves left in existence for them to even bother making an LS about them. Nor, as someone quoted earlier, are there enough dwarves in existence to make them feasible as a playable race. Plus there’s some basic anatomy that needs to be answered: how would dwarves made of stone even reproduce?

You do realize that in order to have a year pass with the Living Story would require 14 years of our time.
This last Living Story season which took us a year only spanned 26 days in the game hence why defenses weren’t shored up in time for Scarlett’s attack.

MMOs with elves and dwarves are so 2004.
Playing through the extinction of the Dwarves in Guild Wars was one of the highlights of the storyline in that game for me. Nothing in GW2’s storyline has come close yet.
The dwarfs may have made a poor choice. The reason the dragons went dorment in the first place was that after the magic of the races was sealed within the bloodstone they were literally starving to death. Jormag was getting around that by eating magical artifacts but there is only so much of that to go around.
With scarlet messing with the ley lines (the thing sustaining the dragons in their dorment state) they are not going to have much choice but to arise or starve with the exception of Primordious who is getting magical dwarf food deliveries on a daily basis.
