If it’s something they can do all the time, they’re exploiting.

They probably just rallied off of something (or leveled) though, after going into downed state mist form.

Sounds like the Ele rallied while in mist form off of something else near you.

It was a rally. I do it all the time i mist form when a mob is close to dead and let it die and rally while mist. Saves me ton

There was some combination of downed mist form and whirlwind elite that allowed for this. Not sure if it got fixed already.
