Can you get a precursor/Ascended Chest from the Belt pouches you get from WvW? I was just wondering if i should open them with a lvl 80 or just send them to my low lvl alt to open.

You can obtain precursors from them. I dont believe you can get ascended chests

You can also obtain the precursors from any level character as long as the bag is exotic.

Anything that drops ascended materials can drop ascended chests.

Bags drop bloodstone dust so there is a chance of ascended chests.
