See picture below, although I’ve unlocked the entire Exalted tree the merchant appears still locked or have I missed something?

You’ve unlocked all the Exalted masteries, but to buy that, you need to have unlocked the collection as well. To do that, you need to buy a Plated Pistol from a Whispers Keeper after doing the Dragon’s Stand meta. When you’ve done that, you’ll see it unlocked.

Note: once you have done the DS meta, the Whispers Keeper at the beginning of the DS zone will forever after stock plated weapons for you as well.

You don’t even have to do DS meta first – the Whisper’s Keeper in the beginning offers them right away.

I had bought a Plated weapon prior to doing DS, and thus got the Noxious Pod component in my first end chest.
