I’m starting to see many people using this for the 600 movement skill on 3s cooldown to the point I’m thinking of getting the outfit just for that.
Can I buy it safely without having to worry about a future nerf?

It’s been around for at least a year with no nerf, not that that proves anything.

I think the reason it’s allowed is because it’s a toy, and can’t be used in combat. If something’s attacking you, you’re not going to be able to use the axe to get away.

No.

Is it likely to be nerfed? Nope, but we can’t guarantee that Anet changes their mind or if they see an unwanted use of it and then nerf it.

Actually there was a “nerf,” they disabled it in WvW as I understand it because people were using it for mobility there. They left it as is for PvE. So you should expect it to be as likely to retain current functionality as any other purchased item. They don’t like having to do a wave of gem refunds when they change a cash-bought item, they really don’t.
