Experience Scrolls from B-day gifts

Actually I wonder about people with 64 char. These can’t even waste all their XP scrolls per year on keyfarms anymore.
Well at least these scrolls have an awesome funny great ‘destroy’ button. So we at least know how awesome and important our char’s birthdays are

Now with the keyfarming changes, it only works to do one key run a week anyway.
But that still means that you could steadily eat through your scrolls if you felt like it.
For me personally, I’m grateful for my auto-20 scrolls. I have a bunch of characters planned for the upcoming elite specialisations and revenant and like you, I don’t like to change builds often so each character is worthwhile and stays pretty unique.
It is a bit of a bummer that you’re not finding a use out of your scrolls and I understand that you want to have something of value (to you). However, the value you’ve applied to them is selective- they can be useful, but you’re choosing for them not to be.
From what I see of these scrolls, it’s a way for A-net to entice veteran players to buy more character slots (which might make them more invested in the game over time). Being able to shortcut the monotiny and more frustrating levels (if you are used to being able to access profession mechanics etc) means that there’s one less obstacle for making a new character.
Believe me, I’m in a similar boat to you. I probably have around 20 insta-20 scrolls floating around my account with plenty more to come. I don’t mind them sitting in my bank for now- once I’ve reached an amount of characters that I won’t want to increase, I’ll probably steadily start using them every week so at least there’s some sort of benefit. 1 scroll + 20~ish minutes = 1 key and a bunch of champ bags. Still seems like a pretty good deal to me.

I was responding to the OP who said he doesn’t want any more than 17 characters. There are certainly more than 17 weeks in a year.
Considering the uselessness of these scrolls if you have max slots, I don’t think that losing out on 11-12 keys (and still obtaining 52 a year) is really too much of a complaint.
Moreover, a lot of folk who have 64 character slots might not get 64 scrolls a year depending on their deleting habits. They might choose to delete and reroll many of their characters- still use the same name and same look, but start again for the levelling experience or if they want their character to be a different class. This not only means they may avoid getting these scrolls, but the player might also use scrolls on them too.
I’ve recently dedicated a couple of character slots (of a total of 28 across two paid accounts) to experimental characters, mostly to explore the earlier parts of the personal story that I haven’t seen yet (or haven’t seen in a while). I’m finding a surprising amount of lore in there that I missed on the first playthroughs because I didn’t know a lot about the world of Tyria back when I played my first characters.
If you’re interested in the personal story and lore background you might want to try that. Maybe start by refreshing your memory on the Sylvari “where life goes” storyline (one of the lvl 20 stories), since it gives background on the story emerging with LS season 2 and HoT. I’ve just recently replayed it twice just to see the alternate story choices.
As a side bonus, I find I’m also getting a decent amount of harvesting done with the low-level story characters on the way, giving me some stuff I don’t often stumble upon in regular lvl 80 gameplay, e.g. pepper from low-level herbs, or chili when running a new charr around Ascalon.
