False Advertising
You can always preview what’s contained in Black Lion Chests before acquiring/using Black Lion Chest Keys. If you see nothing of interest, then, perhaps, wait until the loot table changes.

There are new items in the black lion chest. If nothing else, the thing you get for jotun weapons is a new item.
The basic research is yours to do. The black lion chest always gave a random reward. New items are available as part of that reward.
New items are in the chest. But you don’t get everything in the chest.
Most people realized long ago that black lion keys are simply gambling. Of course, some people like to gamble.
If you don’t want to gamble don’t buy them.
In fact, if you’d bothered even so much as mousing over the black lion key in the trading post you’d see it says this: “This key will unlock one Black Lion Chest containing random GEM Store merchandise, including some rare items not sold seperately.”
New can mean new to you as well as new to the game.
In this case, it means new to you since you’ll either get the new festival item, something you don’t have or another key for another chance.
ANet may give it to you.

The advert always says the same thing. They don’t change it when keys go on sale.
I agree that the gem store’s phrasing leaves a lot to be desired — they should aim to be as unambiguous as possible. However, there’s also an obligation on the part of the purchaser to learn what might (or might) not be included. That’s especially easy now, since you can preview the possible drops.

seems like the perfect place to practice self control and patience.
No it’s not, you have a chance, you just don’t know what those chances are. More often than not you’ll end up with “junk” from BLC’s. I did some gold to gems this morning, I got what I would call junk. venders, and trans charges a few scraps, and 2 dye’s. I kinda wished I’d bought a toon slot instead. But I regret nothing, as it’s not cost me anything really.

You know how much loot drops in an event like say… dragons stand? Now compare the odds of getting one exotic there compared to the greens and blues. Thats still not close to the odds of getting something usefull from a bl chest.
TL;DR buy 500 keys.
It is their ‘newest set’ so them saying ‘new’ I really don’t have a problem with. Along with the preview you can now see everything that you are able to get. I would hold the user more accountable then the company in this case. Though I do agree anet could have worded the advertisement better and just said weapon set and not ‘new’ cause of it being over a month old now. Changing it to ‘newest’ would have worked too.
Aside from that, I am sorry to hear preacher that you had such bad rng but that doesn’t mean you should just throw out claims cause you didn’t get what you wanted. I see buying something in the gem store like anything else. I take a look at the product, see if its something that I’d want and it’d be useful to me. I look at customer reviews and try and read up on the details of the item as much as I can, then make a decision. Doesn’t always work out but it’s leagues better then buying something shinny in a store and have no idea if it even does what you want it to do. Food for thought is all I’m saying.

I think this is where it’s needed to define ‘valuable’ where it relates to pixels inside pixels that are bought with pixels. If it’s pixels that you might be able to sell for more in game pixels (gold) then how can anything at all in the chest be ‘valuable’? Once someone has put their money down for pixels (gems) then that money is absolutely not going to go for anything valuable. At best its something amusing for the duration of your playing the game.
So, I spent some gems and bought me some keys and I got me some pixels that I thought were mighty shiny. Were they valuable? Nope. They ain’t worth one red cent. But they filled up my pixel wardrobe and gave me some pixel this and some pixel that and over all I was satisfied with the results of my pixel buying. That’s about all you can ask for when your exchanging money for dots on a computer screen.
ANet may give it to you.
Personally I like getting BL Chests every now and then. Last night I opened 30, got Braham’s new outfit, 39 of the shards (3e + 250 unbound magic = 1 exotic weapon), plus I got 6 account unlocks, 4 of which are BL weapon skins.
It isn’t that bad in the long run. Personally I’d like to see more season items like the current instead of ToT bags, Wintersday Gifts, etc. I would love to see Tomes of Knowledge removed though…they are useless…unless they want to allow us to use them to buy mastery points…like 25 Tomes = 1 Tyrian MP, 40 for 1 HOT MP.

If it wasn’t this game, it would be something else and at least this game doesn’t even pretend to offer great rewards — the value of BL chests is in the frisson of excitement just before opening; the actual contents are never worthwhile, except for the luckiest among us.
I don’t think ANet should be in the business of attempting to protect people from their own inner demons. If they were, they’d have to change things to prevent hoarders from overhoarding, to keep completionists/OCDers from trying to finishing everything, monitor chat to keep folks from over-committing to their guild, and so on. I know that some people have trouble taking responsibilities for their behaviors, sometimes for reasons not entirely within their control, but gaming companies can’t possibly the first or last line of defense for that.
Besides which, it’s irrelevant to the OP’s point.

It’s predatory, no way around that, and there are other methods of monetization that are way more consumer friendly. Gamble boxes are a lazy and mean-spirited (IMO) way for gaming companies to make a little more money in the short term and can have terrible long term PR consequences.
There is enough RNG in these games, why should we be paying for RNG as well?

No idea what you mean by “It’s predatory” how? the game offers a system that is in no way mandatory or gives you vertical progression (an edge over people in game play). And how does it hurt the game exactly? they make money and hence forth able to pay for stuff to make more stuff. If no one wanted to buy the keys they wouldn’t.
Gambling for in game things is perfectly fine. Not even sure how this could be a debate actually, no one is making actual money off this. It’s really not even gambling, it’s buying gems with money, meaning your just paying for something in game and then use that to buy keys and play an rng system within said game. If you want to call that gambling then sure, semantics. But unless your issue is rng (let alone real gambling) should be banned from life, this kind of play is about the last thing on that list.
50 chests and not even 10 ticket scraps, that’s a rather bad run of luck. I also assume on Wardrobe unlocks or any of the current BL skins that are rare/super rare drops.

What is more consumer friendly? Farming gold for 100 hours to get the same skin that could rng drop in a box?
Look, there are good and bad “gamble boxes” in games. GW2 isnt bad. There is no real advantage to opening the boxes. The boosters are nice, but wont help you compete in sPvP or WvW. Skins remain skins.
If you want to see bad, look at how Star Trek Online was a couple of years ago (and maybe still is, I havent played it for a long time). Boxes dropped everywhere to the point of littering instances while you did them because people didnt even want to loot them anymore. Yet the boxes could still drop ships. Thats like a GW2 box dropping the Herald elite spec, unless you unlock it for $50.
They’ve do this a lot with their wording. On the positive side, now that you’ve noticed this type of thing, you’ll have less disappointments when you read there is something “new”.
You’ll see it when they post things with descriptions “new” or “and more”. For instance, on the news feed, they’ll say “this, this, and more now in the gem store” but what they mean is “this, this, and one other thing”. It’s rarely something new to game but a new way to access a previous item.

If only we had some way of previewing what possible rewards we can earn. Like, being able to right click the Black Lion chest and select a preview option in which a new menu would open up that contains a list of items we can get. Preferably in a Common, Uncommon, Rare, and Super Rare category so we know how likely we are to get a certain item.

The Weapon Fragment has nothing to do with Black Lion Weapons. It’s another roll on the loot table that included Precursors. Nothing less, nothing more.
Do remember; the third slot previously was either a ToT Bag, a Booster, or a Mystery Tonic. Guaranteed.
I would need 100 keys to open all my chests, and really I have no interest in spending the money to open them. I wish I could sell them.
File a complain to whichever organization that is responsible for this, and seek for legal opinions, see if you can file a court case to sue Anet for false advertising.
Remember the new in terms of items like this can have many different meanings. I’m not saying it’s 100% clearly explained, but you did get at least a couple of skins.

Actually, I think there is a fine line here, but it’s not gambling per say … you ALWAYS get something for your key and chest. It might not be what you want, but you can’t lose.
