I finally decided it was time to make a full set of ascended gear, only to realize I only have one empyreal star…What is the fastest way to get the fragments?

Lost Bandit Chests across Silverwastes.
Buried Locked Chests across Dry Top.

Case you dont have many try : The best place IMHO to get OBSIDIAN SHARDS is the Karma Merchant, Tactician Deathstrider in the Temple of Balthazar when it is uncontested (rarely) for 2100 Karma each. The most likely time is when the server is busiest.

Do a chest run (Gendaren fields, Harathi, few other maps) with chests behind bosses and, if you like, JPs too. You can do this daily as they “reset” their rewards then.

Run a few loops of The Silverwaste chest train and you will have a couple stacks.

Dungeons give ‘em too unless they’re planning to nerf those along with the gold.

I have the opposite problem. Some of the world bosses drop them like candy.

I used to think the Karma merchant there was the way to go but hanging around the SW I wind up getting more ascended mats for the bank and PLENTY of obsidian.

World bosses drop Dragonite. SW chest farm is the fastest way to get Dragonite and Bloodestone. Dungeon Speedclears are, by far, the fastest way to get Fragments, (cosely followed by WvW flipping.)

Queensdale is the best for that – haven’t done it in ages though – but I used to before I started to play wvw.
