There was an account bound version you could get trading fortune scraps (?) and tradeable one from the race. I remember it very clearly because they added it to the scraps vendor after I’d blown all mine on rng boxes, was very annoyed.

You can actually get the rose from the southsun survival mini game still IIRC, though very rarely.
