Few Questions on Cash Shop Outfits
Outfits do not come in parts. You equip the outfit look over the top of your armor, so no matter what you change your armor to, the outfit stays. You have a limited ability to dye them. (the whole outfit has up to 4 dye slots total.)
Note: There are some armor sets for sale on the gemstore, and they function completely differently than outfits. If you’re asking about those, then they replace the look of a part of your armor, and when you remove that piece of armor, you have to change your new piece to look like it again. Those changes cost transmutation charges.

Outfits are “all or nothing”. You wear the entire outfit together, no mixing any other armor pieces. The most you can do is turn off the helmet (and on some outfits, the shoulders), but you can’t add another helmet or anything in place of that.
Outfits are in a separate “slot” and when enabled, they automatically override whatever armor you’re currently using. You could equip and outfit and change your armor 50 times and still look exactly the same. No rebinding or anything like that. In fact, outfits aren’t actually items at all, just unlocks for your outfit wardrobe, so you could also have 10 characters all wearing the same outfit at the same time with no problem as well.
You can dye them, yes. BUT, unlike armor, you don’t get to separately dye each piece of the outfit. You get a single color setting for the entire outfit. So you can’t, for example, dye your helmet blue but your pants red, the entire outfit has to be a single set of colors. Most outfits have 3-4 different color sections to them.

And these ones act like the rest of the armor in the game? Can I re apply them to as many different pieces of equipment as I want?
Here is a list of outfits. When you purchase an outfit (and use the item it gives you,) it’ll add the outfit to the Outfits panel of the hero window. (The one that comes up when you press [H].)
You can use outfits across all of your characters, and you simply toggle them on or off. Most (all?) outfits have four dye channels. They replace your armor completely as long as you wear them, so you can’t mix-and-match. You can, however, toggle off the gloves and headgear by toggling off those pieces of your armor. (I think this applies to all outfits, although I’ve mainly used the Mad King outfit. YMMV.)
Armor skins are anything on this list that says “skin” in the name. These are skins you can use to change the appearance of armor pieces, so you can mix-and-match to your heart’s content. However, you only get one free application, and you have to use transmutation charges if you want to apply the look to a new armor piece, or on another character. Most armor skins (head, gloves, shoulders) can be applied to armor of any weight, but others are exclusively suits of light/medium/heavy armor, and say so in the name.
You most flexibility out of armor skins, which is great if you’re a player who likes to mix-and-match for cosplay or roleplaying purposes, but outfits are much, much more convenient.
