If you have not tried closing the launcher and restarting, do so. It picks up where it left off. If you have tried this and are still stuck, post in https://forum-en.gw2archive.eu/forum/support/bugs and someone more knowledgeable than I may help you.
Try switching to French (a cure for an old bug where the download stopped at one file).
