Could someone please tell me all the food that has a visual effect? I do not remember any food that causes visual effects besides omnomberry ghost and unbelievably I didn’t find any website that shed some light on the matter.

I know Spicy Pumpkin Cookies turn you into a Mummy.

Thank you Karizee! I saw an engineer with a huge dark glow and was wondering if it was some kind of food that he used.

The huge glow is likely a legendary effect deliberately glitched onto the character.

Not exactly a food, but there is a rare event that spawns near the Priory (on the ledge below the stairs up) and/or in the Iron Marches (I think … I read up on it after I found it in Lornar’s). There’s a very suspicious vendor that sells some beverages that give you the whirly dazzly effect sylvari get when doing the Caladbolg PS quest against the squire. If you find the vendor, make sure to stock up before triggering the event as you will end up killing them.

Omnomberry Ghost
Applies a ghostly visual effect to the character for about five minutes, including a trailing cloud-like effect. – Guild Wars 2 Wiki

Most/all of the halloween foods (read: crafted with candycorn) have a chance to transform the character or apply a visual effect.
