I am guessing it is either crafted with quartz or gained via achievement points.

When you start seeing every single ele or guardian wearing it, you’ll beg to differ.

If its not 10k of achievs.. Its fine =) .

By the way.. Any spots of the rewards for achievs? They have said about gems o.O.
