It sounds like an “Off-Topic” sub-forum, and Anet already said that they aren’t interested in adding one.
Personally I’d love one.

I think Anet wants to keep the official forums focused pretty narrowly on the game, suggestions to improve the game, questions about the game, etc.
There’s some sense of community here, but between the lack of avatars, high traffic, (relatively) heavy moderation, lack of off-topic areas, broken forum software, etc., it’s not the best place for a community. Kinda a pity, but I suppose that’s what fan sites do best.
