Fractal achievements?
It’s because they completely revamped the way the fractal system works. The way you earned those older achievements will not work under the new system.

They were just completion achievements. How is it different exactly?

The achievements are not really for specific level range, but for completing whole tiers. And the tiers shifted from T1:1-20, T2:21-50 to T1:1-25, T2:26-50. They decided that having new ranges on tiers for rewards, but old ranges for achievements would be counterintuitive.

Just came back to the game after 8 month break. Noticed in the historical achievements they put the fractal 1-20 and 21-50 fractal achievements in there but then added two fractal achievements for 1-25 and 26-50. What is the point of that? I spent a lot of time doing those achievements and now come back to see they repped them with the exact same thing? Did they ever give a good reason why?
- As others have noted, the tiers changed. The achievements are similarly named and have similar requirements, but aren’t identical.
- ANet warned us that the original achievements would be retired and give us replacements.
- You still have whatever you earned for having “spent a lot of time doing those achievements”, including any AP and reward chest (if you finished).
My usual group took the time to finish T1 and T4 — the first for the skin, and the second for its skin plus everyone was close to finishing, so we could manage it by doing slightly different levels for dailies. The T2 and T3 ones… we haven’t felt those worth the time.

Yes, but now there are more fractals (up to level 100), and the tiers have been restructured.

Yes, but the tiers now cover different level range.
“Initiate” achievement, for example, is for all levels in the Initiate tier (T1). Before, it was levels 1-20, after it was 1-25.
The couldn’t leave the old achievements, because it would be misleading (unlike what their names suggest, they weren’t for their tiers anymore – initiate required less than full tier, while Adept required more). They couldn’t change the achievements to cover the new level spreads (not only it’s supposedly hard for them to do any achievement manipulation on groups, completion rewards – which some people suddenly would stop qualifying for – were an additional complication). It was just much easier to retire the old achievements and introduce new ones.

but it’s not weird to have an achievement covering range 1-20 to be replaced by one covering 1-25, and one covering 21-50 by one covering 26-50.
Do not think of them as a pair. Think of them being replaced individually.
TL/DR;
Those two old achievements are no longer representative of the current tier spread and had to be removed.

The old achievements are historical. They can’t be advanced any more. They’ve been replaced.

The OP was wondering why they were replaced and made historical. (That’s been explained and the OP doesn’t think that was a good enough reason.)
