…The server, BlackGate, has its population listed as “full”. Would he still be able to roll a character on there at off-peak hours, or does “full” mean no transfers/new characters period?

He can still make a character there during off-peak hours.

He could make his characters on a diff server and transfer off-peak.

The servers are now staying full 24/7. Your best bet is to find another game unless AreaNet realizes how stupid it is to have the world system apply to both WvW and PvE.
