Full is max accounts, or max current players?

Because they use imprecise words to explain it.

However, unless you want to play WvW on a specific server then it doesn’t matter which server you get on in the EU or NA data groups as the game has Megaservers.

Yes, I eventually wanted to get into Wvw, I was looking at the wvw ranks. Not that I have to be the best or anything, but if I wvw I don’t want to get rofl stomped.
At the same time I am a new player, and if everyone on a server does WVW I won’t have any one else to level up with, and I will be the servers token scrub.
I guess I want balance, I was going to join DragonBrand because I like the name
but if anyone wants to suggest a good server that is good at WVW but also noob friendly?
I don’t know why they make changing servers such a huge deal =/ I feel like I’m getting married or something.

They made it a big deal because, back at launch when servers were free to change and every day if you wanted, people would change servers to grief the opposing WvW side of their old server. They would change to the other server and use up their supply and make useless equipment to hit the cap so that side couldn’t make siege equipment and be low on supplies. They would also act as spies for their old serves.
The rules for changing servers was tightened over time until it what it is now.

LOL, interesting story. it’s like I’m reading a game of thrones plot or something.
Also, while I want to be on a server that is on the WVW ranking top 20, I don’t want to be playing with a bunch of elitists! But I don’t want to get obliterated because my server doesn’t care about WVW. Is there a good balanced server?
Edit: New Accounts should be able to switch servers for free for the first 2 times, or the first 2 weeks or something like that =/ Maybe I will put in suggestion area.

Tell them which server group, how you would like to play and see if they can give you specific advice on which server. Be aware though that accounts being tied to one server means that most people can only accurately describe or recommend their own server.
Any account can switch for free every 7 days if they delete all their chars. The day of account creation is considered day one if your account is very new so new accounts have to wait the 7 days after account creation to switch.

Full is maximum concurrent users
I would imagine, after the advent of the MegaServer implementation, that the ‘Full’ status has more to do with the length of time one might find oneself in a queue for WvW, than anything else. If the queues get too long (averaged over a period of time), the Server becomes ‘Full’, now.
Population in PvE does not matter anymore, as new maps are just created, anyway, and filled with players from any Server within a data center.
Meh, we will probably never really know for sure.
