I bought the game recently and I’ve been playing for a few weeks and noticed that the areas of the PVE are empty. the game is focused on PVP? or players are not interested in PVE content?

No I wouldnt say the game is particularly focused on PVP, plenty of action going on in PvE. Its a big world though and anyone can play anywhere also each map has mutliple instances and when one is filed the other is used and thus it is possible to end up in a relatively empty one if you’re unlucky.

That being said its unlikely for this to happen in several areas. There are however some areas more popular then others like Queensdale is generally more popular then all the other starting zones for example.

Also by empty do you mean empty empty or just you dont see many players?

In anycase you’ll probably change your mind once the living story restarts and players are funneled in the same areas to play said content. Multiple instance of the same map fill out quickly and you’ll see players everywhere.

Depends on the area.
The thing is many things in PvE are in instances, like dungeons, and the areas where people tend to farm are higher level maps, so while you are leveling you won’t see many people.
Also, many go to WvW, at higher levels and in EotM (Edge of the Mists) for leveling, kind of removing more players from the regular maps.
Look for world bosses in the wiki, you’ll find tons of players doing those, also in July a new update will be added, the maps that update affect will be filled with players for sure.

Also, currently we have the Festival of the Four Winds going on, and again the 2 areas where this festival is, are instanced, removing even more players from the maps.

If you are having the impressions that the game is deserted, don’t worry because it is far from it, the players are just not well distributed.
