Depends, SB’s timer has been screwy for awhile now. Some people claim that SB depends on other events, like the oakheart or the brew shipment. Check those and make sure they are done or not bugged.

there is a 30 min window- in that time the brew shipment has to be started, or if the kegs have been stolen they have to be retrieved and then the escort has to be started.
When the prevents come up you have to clear the portals at the Tahmini and at Greatheart Weld, Monastery and finally the ones in the swamp before he can spawn.
Oak heart is up every 10 min I think so I’m not sure if he is part of the chain
