So I bought art Armor from the gem store.. wondering if i apply it now will I have to buy it over or is there a way I can apply it over and over again without having ot buy it over…

Yes you can. Just keep using transmutation stones. You never lose the appearance unless you trash the gear with the appearance on it. If you want to keep that appearance, just keep transmuting it onto your new gear each time you get new gear.

The first time application is free. After this, you can keep using the skin via Transmutation Stones which are rewarded for 100% zone completion of cities or leveling areas.

You can also find T-Stones in black lion chests and from the gem store.

Tip: When using T-Stones.. make sure to use the right picture. I almost tranmuted the wrong armor piece once. >.<
