You buy a skin and you can apply that once. After that the only way to keep it is by transmuting it onto another item that has better stats.
To do that you will need transmutation stones and if the armor is level 80 you’ll need special ones..
So in short, to keep the look you will have to do a transmutation.
The gem store armor skins are not unlimited use. Once applied to an armor they can only be reused again if you use transmutation stones/crystals to apply it to another set of armor. For example, say you buy the Krytan armor skins from the gem store. You can apply them to your armor pieces one time. If say later on you have a new helmet you want but want to keep the appearance of the Krytan helmet you will need to use a transmutation stone/crystal to place the appearance on the new helmet. If you apply the skin to a soulbound piece and you decide you want to use the look on an alt you will have to transmute it using stones/crystals onto a white piece which will make it account bound. Then you will have to use stones/crystals again to transmute the appearance onto the alt’s armor.
As a word of caution if you do use transmutation stones/crystals when you upgrade armor make sure you take the time to ensure you select the proper appearance of the skin you want to keep. Otherwise you will lose it and have to buy a transmutation splitter to get it back. As far as I know, if you mess up the transmutation process Anet will not correct it for you.

You will get transmutation stones from completing maps, sometimes from doing your daily or buy in gem store. The stones only work on items up to L79. After that you will need transmutation crystals for L80 items. They can be purchased in the gem store, sometimes (very rarely) drop from doing daily, or randomly (again rarely) from Black Lion chests.
For gear under 80, you get them from exploring. You get 3 each time you completely explore a city, you can get them from finishing zones, occasionally you get 1 for doing your 5 dailies. You can farm them up by making an alt to explore one city (Divinity’s Reach is easiest imo, so a human), banking the stones, and deleting the alt. Not that I’ve needed to do that, with all the alts I’ve leveled the game’s given me Transmutation Stones like candy.
For gear that is level 80, you need Transmutation Crystals. Those are harder to get, though completing a level 80 zone can do it, and sometimes they come from Black Lion Chests. But if you’re going to spend money on keys to open chests, you’re better off buying the crystals directly.
Because yes, you can get both stones and crystals from the Gem Shop if you don’t want to wait for game drops.
Keep in mind that there is the will to revamp this system, we just don’t know when or how.
