Will gem store weapon skins ever come back? It kind of stinks to miss out on using them.

Some do, periodically. Just watch the Tuesday announcements, or open the Gem Store each day.

ANet has not ruled out retired gem store skins ever coming back. If I recall correctly, despite being removed in September, the Winter’s weapon skins were briefly brought back for Wintersday (alongside the new Wintersday weapon skins). I would fully expect other themed sets like the Lovestruck weapons to make temporary returns for Valentine’s Day, for example.

So items like Braham’s shield will return most likely?

Those kinds of items have in the past, and likely will, again, in the future.
