Get rid or rework craft timegating
First off, you don’t need to have every character have crafting disciplines, the whole point of it is that only a few characters need to have max crafting, and those characters can do the crafting for every other character. I presume you’re referring to Ascended armor, which is not required to play end level PvE content, it is only required for Fractals. It was also intended as an end game time sink, which is the reason for the time gating. You can only craft one of each item per day for the entire account, regardless of how many characters have that crafting profession at max level.
You can also buy the end result of the time gated mats off the tp.
As Zaklex said you don’t need all your characters to reach level 500 crafting. Just level each craft once and the character who knows it can craft equipment for all your others.
You can either have 1 character learn them all and switch between them (they don’t lose any progress when you do this, but it does cost some silver) or have 4 characters learn 2 crafts each which means you never need to switch, and that’s including cooking and jewellery which only got to level 400.
But also the timegating only affects ascended armor and weapons and a few other specialist items. Ascended gear is only required for doing high levels of the Fractals of the Mists dungeon. Everything else is designed to be done in exotics and can be done even in lower tiers.
So there’s no need to worry about the time gating. Craft or buy some cheap exotics for your characters and just get on with playing while you’re crafting your ascended equipment. You’ll have plenty of time to do Fractals later on. (Especially since ascended rings drop in Fractals and you can put agony resistance infusions on them which will get you through the mid-range levels.)

Timegating is one of their primary methods of stretching out a small amount of content into “more” content. It’ll never go away.

The max amount of crafting licenses you can buy is 2(per character), so it would take at minimum of 2 characters to learn all 8 crafting professions…or 4 characters learning 2 each as you stated originally.

No you can switch between craft skill. You can just have only four active at one time.
