So I was wondering what counts towards the 100% World Completion…

I know the main map does

does the Eternal Battleground + ALL 3 outlying WvW maps count as well?

yup. All areas in the main map and all WvW areas.

Yes. 100% World completion is the entire main map (with the exception of Southsun and I think a few waypoints that were added after release) and EB + the Borderlands.

If you don’t do WvW, I guess. I got all 3 + EB without trying just from doing WvW with my guild and stopping for skill points when possible (yay for leveling almost 100% through WvW ).
