Can the Account Jump Start become giftable? I’d like to gift this to a friend, but is currently not possible.

It won’t become gift-able for the same reason no other account upgrades are. There would be various issues raised by gifting something to someone who can’t actually use it on account of already being maxed. Plus its a once-per-account thing, which again would create problems if you bought it for someone who already bought it themselves.

Since its the exact price of a Gem Card, just buy a card and give the person the gem code to let them buy it themselves.

This logic doesn’t make any sense. Outfits are also once-per-account but those can be gifted. It’s easy to ask whether or not someone has something.

Outfits are not once per account. They might have put in limitations to buy two (don’t buy outfits). If you gift an outfit, for the person recieving it, it is not useless at all. It works as a free transmutation charge for that specific outfit. So it is still of “some” use.

The issue with the bank-space and bag slots is that they have a complex hidden limitation. You can ask someone (and the person can check easily) if they have e.g. the balthasar costume. However, to know wether or not you reached the max of bank-slots or bagslots, you need detailed knowledge. So it is a lot harder to communicate bout it.

If you want to gift it. I recommend buying a 2000 gems prepaid gemcard.

This is not true at all. Outfit are account wide unlock and do not have to use transmutation charge. So second outfit would be wasted.

These are basically one time discounts for each account. Being giftable doesn’t really make sense.
