When I get all the mats together (250 Obsidian Shards, Gift of Battle, Bloodstone shard, Gift of Exploration) and toss ’em into the Mystic Forge, do I get a legendary weap?

You’ll get a Gift of Mastery, which is 1 of the 4 items you need to craft a Legendary Weapon. This wiki page details the process entirely:
