The entire Black Lion Company is cross-region. The Trading Post, Gem Store and Gold – Gem Exchange is all shared between NA and EU. (The Chinese servers have their own version though because they have a very different gem store and economy to us.)
You can also mail and whisper people in the other region. Only thing you can’t do is actually meet up and play with them.
