I do not see the resemblance to the Zodiac armour.
I’d say they’re just “generic” adventurers, placed to resemble the Guild-Members who reclaimed the Gilded Hollow from the mordrem.

You mention the figures “in the distance”.
I consider the 2 characters to be quite close to where the perspective is coming from in the artwork. This is of course relative to the depth of the piece.
Perhaps there are figures in the distance wearing Zodiac Armour but I can’t spot any besides the obvious two.
