Just wondering what level of items give ectos and does the chance to receive them from rares increase as the level increases?

I got one from salvaging a yellow.

Level 74 rares and above.

Does magic find help?

level 68 rares and higher (anyone who says its 70 is being lazy. The cutoff is 68)

And as far as we know, magic find doesnt help. What does help is the salvage kit you use. Globs are considered a rare material, so black lions are best if you want to get them. Followed by mystic or the other rare kit, then the masterwork one, and so on.
