I believe it falls along the same lines as accidentaly blinking under the map in WvW. You didn’t intend to get down there, but hey, why not poke around and see what you can see.
I believe where it would become a bannable offense would be what you do from there. Under the WvW map you can’t do much, but you can attack certain players and they cannot attack you back.. that for instance would be reportable/bannable, as you are abusing the fact you are under the terrain, regardless of how you go there.
I can’t really think of an open world situation that would be bannable, unless you were using the edge/under the map to harvest ore nodes/etc, while avoiding mobs.

Then I am doing completely legal things (:
I am mostly moving around on mountains at the border of an open world map, checking out random things like half a flower on the edge of the zone and stuff.
