Now this is the first time this has ever happened to me. I just received a gold spam message in my forum PM mail inbox.

Is there a proper way to report this to ArenaNet so the spammer get squashed but I do not break the EULA by revealing the user’s ID in the forums?

I got two of them as well so I used the “Report This Post” feature.
