Gone a year.....
For as far as I remember, all content of Season 2 was permanent. The story instances can be bought from the gem store while all open-world content is still present (Dry Top and Silverwastes maps). There was no temporary content like the Molten Facility or Tower of Nightmares from season 1.
All season 2 items and skins can still be obtained from achievements, story instances and the open-world content. There were a bunch of limited time skins released in the gem store over the last year, but they may make a return during the anniversary sale.
As for the items that consume ascended materials, the only one not available at the moment is the Empyreal Star, which was available during Wintersday and consumes Empyreal Fragments. It is speculated that it will return this wintersday.
The item consuming Dragonite Ore is called Princess and can be obtained from an achievement related to the recently released Lions Arch makeover.
The item consuming Bloodstone Dust is called Mawdrey II and involves a scavenging hunt. Some of the components necessary are obtained from the Season 2 story instances, while remaining components can be gained in a variety of ways, all still available.

If you left after the end of season 1 the only stuff that you missed are :
- Star of Gratitude
- Halloween and Winterdays. Both were very similar to the first year and will be back next year
- Festival of the Fours winds. It was very similar to the next year, but will probably never be back because spoilers
- Lunar New Year. A new festival linked to the Chinese release. It was small and not that good, but should get back every year anyway.
I think that’s all. The rest is all limited time skins or is re playable.
